Early Filers for Tax Year 2022 Included

Hagåtña, Guam – On February 27, 2023, the Department of Revenue & Taxation processed and the Department of Administration mailed checks, or paid by direct deposit, 3,342 Individual Tax refund payments totaling $10,438,321 for Tax Year 2022 and prior error-free returns for more returns filed on, or before, January 31, 2023.   

Year-to-date: 6,630 early filers for Tax Year 2022 have been paid and comprise over 90% of this week’s payments.  

Refunds continue to be paid weekly.  Due to the surge in volume of returns filed daily inherent with a new tax cycle (Tax Year 2022), turnaround time will begin to fluctuate to between 3-6 WEEKS.  

NOTE: Individuals receiving payment by direct deposits will see a $0 transaction in their bank account prior to receiving$ their refunds ( -note). Introducing the Mayor's Office of Tamuning-Tumon-Harmon Site: A Resource for Community Information and News

Fourth Child Care Provider Certification Cohort to Launch April 11, 2023

Hagåtña, Guam – The Leon Guerrero-Tenorio Administration, in coordination with the Guam Economic Development Authority (GEDA), Department of Public Health and Social Services (DPHSS) and Guam Community College (GCC), today announced a new cohort of the Child Care Provider Certification Program. The program has successfully graduated three cohorts and continues to make child care more affordable for working families by providing support to child care providers and encouraging job creation. The application period is now open with training for the fourth cohort beginning on April 11, 2023.

“Our vision is to create hundreds of new jobs in the child care industry through this innovative program and, with the launch of the fourth cohort, we mark significant progress in economic stabilization and recovery,” said Governor Lou Leon Guerrero. “This also is an opportunity to grow the foundation of our system of care by training a record number of child care providers in under a year. Importantly, this empowers working families to stabilize, pursue promotions or educational advancement, and directly contribute to the strength of our overall recovery.”

“Prugråman Pinilan has provided relief and meaningful assistance to those working parents who too often find themselves making sacrifices tirelessly to provide for others,” said Lt. Governor Josh Tenorio. “We not only want those parents to get help, we want to help them get ahead. By expanding eligibility criteria and increasing child care coverage, we are capturing many more families in Guam’s middle working class, and we continue to roll out like-minded initiatives.”

Guam’s Child Care Provider Certification Program is free for eligible applicants and covers all cohort fees, to include registration and tuition. The program features a course for applicants to obtain a health certificate and child care certification upon graduation. Upon course completion, applicants will begin two months of on-the-job training at a licensed Child Care Development Fund (CCDF) facility. Eligibility requirements include: certification of graduation from a recognized high school or General Educational Diploma (G.E.D.); submission of pertinent health records; and police and court clearances. Updates on Integrated Solid Waste Management Plan and Zero Waste Master Plan

Hagåtña, Guam – The Leon Guerrero-Tenorio Administration, in conjunction with the Zero Waste Working Group (ZWWG), is hosting the Zero Waste Guam Forum for Mobilization and Implementation tomorrow at the Hyatt Regency Guam in Tumon. This event is for key stakeholders in Guam’s sustainable solid waste management community to discuss the recent completion of the Guam Integrated Solid Waste Management Plan update (ISWMP) and the Zero Waste Master Plan (ZWMP) update. 

“Our administration is committed to implementing zero waste initiatives to protect and preserve Guam’s precious natural resources for generations to come,” said Governor Lou Leon Guerrero. “Through this forum, Guam’s solid waste management partners will chart the path toward developing a more sustainable management system. As we lead the transition of the Guam Solid Waste Management Authority from federal receivership, we have an incredible opportunity to discuss real-world, actionable strategies that work to mitigate climate change and build resiliency.” 

“Together with the Zero Waste Working Group and stakeholders, we are providing sustainable solutions and lasting investments to realize a greener Guam through a whole-systems approach and a circular economy,” said Lt. Governor Josh Tenorio. “The forum discussions will underscore zero-waste initiatives as among the fastest and most cost-effective ways to address climate events, and the steps we’ve taken to engage as partners in this mission.”

The forum will bring together relevant entities of the ZWWG, including the Guam Environmental Protection Agency, the Port Authority of Guam, the Bureau of Statistics and Plans, the Office of Infrastructure Policy and Development, the business community, and non-governmental organizations. Participants will learn about and discuss planning, recycling, reuse, waste reduction, green economic opportunity, regulatory compliance, and the nexus between zero waste and funding under the Infrastructure Investment and Jobs Act.  

The Zero Waste Guam Forum for Mobilization and Implementation is open to subject matter experts, solid waste management stakeholders, and interested community members, and will be streamed from 8:30 a.m. to 4:30 p.m. on Wednesday, March 1, 2023 at bit.ly/zerowasteworkinggroupforum.

RISEUP Program Launches to Help Temporarily Repair Metal Roofs

The U.S. Department of Defense, U.S. Army Corps of Engineers, in coordination with the Office of the Governor, Guam Homeland Security/Office of Civil Defense, the Federal Emergency Management Agency (FEMA) and the Mayor’s Council of Guam, have launched the Roofing Installation Support Emergency Utilization Program (RISEUP) to help temporarily repair metal roofs damaged by Typhoon Mawar.
Guam residents who have damaged metal roofs can enroll for the program through their Mayor’s office. There are three steps to sign up:
1. 	Guam resident contacts their Mayor’s office to apply.
2. 	Resident’s roof damage is assessed for eligibility.
3. 	If eligible, a temporary metal roof is installed.
The timeline for how fast temporary roofs can be installed will be largely based on the number of requests and size of the area impacted.
Guam residents do not need to register with FEMA to qualify for this program and participation will not affect other forms of federal disaster assistance, such as those provided by FEMA.
Emergency roof repair assistance is limited to pre-disaster owner-occupied residences. Repairs to commercial properties, including rental units are ineligible.
Additional Eligibility Criteria:
Dwellings must have disaster-caused roof damage that impacts habitability.
Dwellings must be otherwise structurally sound. Only dwellings that can be safely occupied after the roof repairs have been completed are eligible. Dwellings that are affected by disaster-caused utility outages are not disqualified based on utility outages alone.
Approximately 50% of roof substructure (rafters/trusses) must remain, as determined by USACE.
The damaged roof must cover indoor living space completely enclosed by walls. Living space includes facilities for cooking, eating, sleeping and sanitation. Outdoor kitchens with a damaged roof covering will qualify to the extent that it covers the dwelling’s only means of cooking and storing food. Garages, carports, porches, etc. do not qualify.
Repairs will only be performed on dwellings with pre-disaster metal roofs. Roofs composed of materials such as concrete, slate, asbestos or clay tile, or other material are not covered under this program.
Homes unable to be assessed are not eligible. Accessibility is the responsibility of the resident and GovGuam.
